Key questions on this page
What does "double clearance" mean on a China–Indonesia shipment?
Export clearance in China plus import clearance in Indonesia — booking, stuffing, export declaration and release on one side; D/O exchange, PIB filing, duty payment and release on the other. Both sides are handled for you.
Which taxes sit inside a "duty paid" price?
BM import duty, PPN VAT and PPh 22 import income tax — plus PPnBM luxury tax where the item is on that list. Inspection support, demurrage, detention and storage are normally outside the price.
How is Indonesian import duty calculated?
BM = BM rate × CIF. Import value = CIF + BM. PPN and PPh 22 are both computed on that import value. You can recompute any duty-paid quote with those three lines.
Who is the importer of record under DDP?
The named entity on the PIB. Ask who files the declaration and under which NPWP/API before booking — a duty-paid offer that will not answer is not offering DDP.
Will I get input VAT credit under DDP?
Only when the PIB is filed under your own NPWP. If the import is declared under someone else's licence, the PPN is not your input tax — see DDP vs DDU.
What is NOT included in a duty-paid price?
Inspection support and opening, demurrage / detention / storage after free time, re-declaration costs, and tax surcharges from customs value adjustments. Get the exclusion list in writing.

In short
- Double clearance means two customs borders are crossed for you: export clearance in China (booking, stuffing, export declaration, release) and import clearance in Indonesia (D/O exchange, PIB filing, duty payment, release).
- Duty paid means the Indonesian import taxes — BM, PPN, PPh 22 — are already inside the quoted price, so the receiver does not pay customs separately.
- To the door means delivery continues after customs release, all the way to the receiving address.
- The commercial term for all three is DDP; the mirror image is DDU, where cargo is delivered but the receiver pays the duties and keeps the tax record.
"Double clearance" in three parts
The phrase bundles three separable services. Confirm each one before comparing quotes — most disputes on this lane start with a quote that was read as covering more than it does.
| Word | What it means | What it actually covers |
|---|---|---|
| Double clearance | Both customs borders | China export declaration and Indonesian import clearance — booking, stuffing, export filing and release; D/O exchange, PIB filing, duty payment and release. |
| Duty paid | Indonesian taxes included | BM import duty + PPN VAT + PPh 22 import income tax (plus PPnBM luxury tax where the item is listed). |
| To the door | Final delivery | Port pickup and delivery to the receiving address (Jakarta / Semarang and surrounding areas; other cities quoted separately). |
- Each part can be unbundled: double clearance without duty paid is effectively DDU; duty paid without delivery stops at the port.
- Duty paid does not mean "no declaration." Description, quantity and value are still declared truthfully — only the payment obligation moves.
DDP vs DDU in one table
The rows below are the ones that decide outcomes on this lane. A fuller treatment is in DDP vs DDU: Who Carries the Duty.
| Aspect | DDP (double clearance, duty paid, to door) | DDU (delivered, duty unpaid) |
|---|---|---|
| Indonesian import taxes | Paid by the seller side — inside the price | Paid by the receiver, or by its PPJK on its behalf |
| Rate / valuation volatility | Carried by the duty-paid side (within the agreement) | Carried by the receiver |
| Tax record holder | The named importer of record on the PIB | The receiver's own NPWP / API |
| Input VAT credit / audit trail | Usually not available to the receiver | Available to the receiver where it qualifies |
| Receiver qualifications | Receiver may have no API / NPWP | Receiver needs import qualifications and a tax number |
| Settlement | One number, easy to compare | Freight and taxes settled separately, taxes at cost |
In one line: DDP is "freight plus taxes in one number, the receiver just receives"; DDU is "cargo at the door, the receiver pays the duties and keeps the tax record."
What a double-clearance price covers
Use this table to read any quote — yours or a competitor's. If a segment is missing from the quote, it will appear as an invoice later.
| Segment | What it includes | How it is built |
|---|---|---|
| China side | Export declaration, trucking / stuffing, port charges, booking | Fixed per shipment + volume / weight / container type |
| Ocean leg | Ocean freight and surcharges | Per container or per revenue ton / CBM; moves with space and fuel |
| Indonesian import taxes | BM + PPN + PPh 22 (PPnBM where listed) | BM on CIF; PPN and PPh 22 on CIF + BM — see the next section |
| Indonesian clearance | D/O exchange, PIB filing, PPJK agency, documents | Per shipment; certificates and inspection are conditional items |
| Delivery | Port pickup, delivery to door | By distance, vehicle type, volume / weight |
| Normally excluded | Inspection support, demurrage / detention, storage, extended container use, re-declaration, document-error extras | Condition-triggered, charged at cost |
The tax inside the price, and how to check it
A duty-paid price is only as honest as the tax inside it. Three lines reproduce the whole Indonesian import tax computation, and you can run them on any quote.
- BM import duty = BM rate × CIF. The rate is set by the HS / BTKI code, commonly 0-15%; FORM E (ACFTA) / RCEP preferences can bring many positions to 0%.
- Import value = CIF + BM — the shared base for the other two taxes.
- PPN VAT = 12% statutory × 11/12 = effective 11% (non-luxury); items on the PPnBM list are taxed at the full 12%.
- PPh 22 import income tax = 2.5% with API + NPWP, or 7.5% without API; a missing NPWP adds a 100% surcharge on the normal rate.
Worked example — CIF USD 10,000, BM rate 5%, PPh 22 at 2.5% (API + NPWP holder):
| Line | Base | Amount (USD) |
|---|---|---|
| BM import duty (5% × 10,000) | CIF 10,000 | 500.00 |
| Import value (CIF + BM) | 10,000 + 500 | 10,500.00 |
| PPN VAT (effective 11% × 10,500) | Import value | 1,155.00 |
| PPh 22 (2.5% × 10,500) | Import value | 262.50 |
| Total import taxes | — | 1,917.50 |
Read the comparison correctly: a duty-paid quote that sits close to the freight-only number for this cargo is not a discovery — it usually means the declared value, the HS code, or the importer identity is different from what the cargo really is. The step-by-step version of this arithmetic is in Import duty BM + PPN + PPh.
What double clearance is good for
- The receiver has no Indonesian import qualifications (no API / NPWP) and cannot clear the cargo itself.
- Small batches, samples and LCL consolidations, where self-clearing costs more than the cargo is worth.
- First trial orders, before the receiver commits to registering an import identity.
- Mixed descriptions and many SKUs, where one number is easier to compare and reconcile.
- The receiver does not need the tax record for input VAT credit or fixed-asset booking.
What double clearance is NOT good for
- The receiver holds API + NPWP and needs its own tax record for input VAT credit or refunds — duty paid hands that record away.
- High-value, duty-sensitive cargo (high BM categories): the duty-paid price carries a risk premium that at-cost settlement often beats.
- Cargo needing FORM E / RCEP preferences or SNI, BPOM and similar certificates — those are issued in the certificate-holder's name and cannot ride on someone else's.
- Cargo whose formal import documents must match the receiver for accounting, fixed-asset booking or re-export.
- Any cargo whose description, quantity or value cannot be declared truthfully — duty paid is not a channel around declaration.
Common traps
- Assuming "duty paid" covers everything. It covers BM + PPN + PPh 22. Inspection support, demurrage, storage, extended container use and re-declaration are normally outside — ask for the exclusion list in writing.
- Never asking whose licence the declaration runs on. The same cargo computed at 2.5% versus 7.5% differs by a fifth or more in tax — that choice is baked into the quote.
- Needing VAT credit and booking duty paid anyway. The tax record sits outside your company, and unwinding it after the fact is painful.
- Mixing certificate-restricted items into the shipment. Certificate items must be filed in the certificate-holder's name; mixing them delays the whole consignment.
- Treating promised lead times as contract terms. Clearance and delivery are exposed to inspection, documents and port conditions; no side should fix days in a contract.
The importer-of-record question
This is the one question that separates a duty-paid service from a story about one. DDP into Indonesia requires a real, licensed import identity on the declaration — and that identity must be named before the container sails.
- Ask directly: who files the PIB, under which NPWP / API, at what declared values and HS codes, and who answers customs queries. A provider that will not answer is not offering DDP.
- What honest duty paid looks like: the filing entity is named, licensed and written into the agreement; values and HS codes match the real transaction; the receiver knows exactly whose record the taxes sit on.
- What dishonest duty paid looks like: clearance under an unnamed third-party licence, a price near freight-only, and a receiver who cannot say who declared the cargo. See Undername Import Risks.
- Our position: when you hold NPWP and API, we file under your identity and keep the tax trail yours. When you do not, we run a transparent arrangement with the trade-offs and tax consequences in writing before the container sails.

Frequently asked questions
What is double clearance shipping to Indonesia?
Export clearance in China plus import clearance in Indonesia, both handled for you — booking, stuffing and export declaration on one side; D/O exchange, PIB filing, duty payment and release on the other. In its duty-paid (DDP) form it also includes the Indonesian import taxes and delivery to the door.
Which taxes does "duty paid" include?
The Indonesian import taxes: BM import duty, PPN VAT and PPh 22 import income tax, plus PPnBM luxury tax where the item is listed. Inspection support, demurrage, detention, storage and value-adjustment surcharges are normally outside the price.
Is double clearance (DDP) to Indonesia legal?
Yes — when the party named as importer of record holds or legitimately controls a licensed import identity, and the declaration reflects the real transaction. DDP is a contract term, not a way around customs law.
DDP or DDU — how should I choose?
Follow the tax record. If you hold API + NPWP and need input VAT credit or refunds, take DDU and keep the record yours. If you have no qualifications, want one number, or only need the goods, take DDP. For high-value, duty-sensitive cargo, compute both before deciding.
I have API and NPWP — should I still go duty paid?
Usually not. Duty paid hands your tax record to another entity and carries a risk premium. Unless the shipment is urgent or your licence does not cover the item, self-clearing or DDU is normally the cheaper and cleaner path.
Is duty paid always cheaper?
No. Duty paid buys one number, less paperwork and no qualifications on the receiver side; the cost is tax computed on one fixed basis plus a risk premium. Licensed, high-value, duty-sensitive cargo often settles cheaper at cost; small, unlicensed, convenience-driven cargo usually favours duty paid.
What happens if my cargo is inspected?
Inspection is a normal procedure. What matters is agreed in advance: who bears inspection support, opening, storage and demurrage, and how valuation disagreements are resolved. Write these into the engagement terms before booking.
What should I ask before booking double clearance?
Who is the importer of record, under which NPWP/API the PIB is filed, at what values and HS codes the cargo is declared, what is excluded from the price, and who answers customs queries. Any provider that dodges these questions is offering you a stranger's declaration.
