In short
- Supplements and traditional medicines sit between food and pharmaceuticals. They are classified by how they are presented — form, dosage instruction and claim — rather than by the health benefit the marketing suggests.
- That single distinction decides which route applies, what documents are needed and how long the process takes.
- Getting the classification wrong is the expensive part, because the two routes do not share a file. This page covers how the split is made and what each side requires.
The two families and how the line is drawn
The categories overlap commercially but not procedurally, and the presentation decides which one applies.
- Form and daily-intake instruction carry the classification more than the ingredient list alone.
- A product sold as a drink is not automatically a supplement just because it carries a wellness claim.
- Where a product could sit in two families, file on the stricter route until the position is confirmed.
| Family | Typical presentation | What drives the route |
|---|---|---|
| Health supplements | Capsules, tablets or powders with a stated daily intake | Nutrient content and dosage instruction |
| Traditional medicines | Herbal preparations presented in a traditional form | Herbal ingredients and the traditional use claim |
| Food-format products | Drinks or foods carrying a wellness claim | May fall to the food route instead |
What each route requires from the file
- Full composition, with each active ingredient and its quantity per serving.
- Evidence for the claim made on the label, matched to the ingredient and quantity actually present.
- Manufacturing facility documents from the origin country, including the quality system behind the product.
- Label artwork showing the claim, the dosage instruction and the intended consumer.
- The claim, the composition and the label have to describe the same product, or the file is internally inconsistent and will be sent back.
Practical point Build the file around the claim. Everything else — composition, evidence, label — must be able to support the one sentence printed on the pack.
Claims are the deciding risk
The words on the pack drive both the category and the review intensity.
- A wellness or nutritional claim may keep a product in the lighter route.
- A claim to treat, cure or prevent a condition moves the product toward a heavier review.
- The same formulation can be filed two ways, and the claim decides which. Choose the claim deliberately, not by copywriting habit.
- Every claim has to be supportable by evidence already in the file, not assembled after a query.
Who holds the approval, and why it matters here
- As with food and cosmetics, the approval sits with an Indonesian entity, not the overseas manufacturer.
- The holder is accountable for the claim made in the market, so the holder needs real access to the origin file.
- Brand owners without a local company appoint a representative under a written mandate.
- Do not move goods under a third party's approval — the record would not describe your product, and the accountability would sit with the wrong name.
Sequencing to avoid a rewrite
| Step | Decide | Why now |
|---|---|---|
| 1 | Presentation and form | Fixes the family and therefore the route |
| 2 | The claim on the label | Fixes the review intensity and the evidence needed |
| 3 | The holder inside Indonesia | The file cannot be filed without one |
| 4 | Dosage instruction and label artwork | Must match composition and claim before printing |
| 5 | Only then book production and print | Packaging cannot be corrected after printing |
Rule of thumb Settle claim and presentation first. Both are cheap to change on paper and expensive to change on a printed pack.
