What the registration route asks for
- Full composition, including the active substance and its concentration.
- The claimed action, stated precisely — the claim has to match the evidence and the label.
- Manufacturing facility documents from the origin country, including quality system evidence.
- Label artwork showing the intended use, the claim and any safety instruction.
- The active substance and its concentration are the core of the file. Everything else supports them.
Practical point State the claim narrowly and prove it. A broad claim on a household product invites a heavier review than the product needs.
Why the wrong route is so common
Three habits push importers onto the wrong path.
- Judging by shelf position. Where a product sits in a shop does not determine its category.
- Assuming a cosmetic route covers it. Cosmetics are about appearance and cleansing; a disinfecting function is a different matter.
- Assuming general goods need nothing. A health-related function brings the product into a regulated category even if it looks like an ordinary cleaner.
- The correction, once goods are held, is to start the right route from the beginning — the earlier the better.
Holder and label discipline
- As with other regulated categories, the registration is held by an Indonesian entity.
- The holder is accountable for the claim in the market, so it needs real access to the manufacturer's technical file.
- The label must carry the intended use and safety instructions consistently with the filed claim.
- A change to the active substance or its concentration invalidates the registration and requires a fresh filing.
