Indonesia to US tariffs & GSP ocean freight

Key point: Indonesia is a beneficiary of the US Generalized System of Preferences: roughly 3,500 product lines qualify for zero duty with a Form A certificate of origin, subject to ≥35% Indonesian local value content. For factories that moved capacity out of China into Indonesia, a clean origin may also avoid the 25% Section 301 surcharge. We confirm origin and value content in writing before taking the booking — we do not touch ambiguous files.

What actually matters on this lane

The most expensive line in an export shipment is usually not the ocean freight but the duty preference that went unused. A certificate of origin costs very little to issue, yet it decides the duty band for the entire shipment — the same Indonesian-origin goods can land in a completely different tax bracket depending on whether the paperwork exists. This page covers rules and qualification only, not rates.

Destination ports and typical cargo

Port / scopeNote
All US gatewaysWest Coast 18–28 days, East Coast 28–42 days; the qualification rules are identical

Typical export cargo

  • Approx. 3,500 GSP-eligible product lines
  • Outdoor furniture, garments, footwear, electronic components and other common Indonesian exports
  • Each HS code still has to be checked against the current eligible list

Documents and duty points

  • Indonesian export declaration PEB (Pemberitahuan Ekspor Barang) — the statutory export filing; we handle it.
  • Form A certificate of origin — as a GSP beneficiary, roughly 3,500 product lines qualify for zero duty with Form A, subject to ≥35% Indonesian local value content.
  • ISF (10+2) — must be filed 24 hours before loading; penalties reach USD 5,000 per violation; we file on your behalf.
  • VGM, packing list and commercial invoice — kept consistent with the PEB and the bill of lading.

Export process in six steps

  1. Send us the factory address, destination port or door address, container type and count, commodity and estimated ship date
  2. We check the HS code and origin qualification (GSP / Form D / CEPA) and confirm the duty band for this shipment
  3. You receive the routing proposal and transit range (quoted in USD, pass-through)
  4. Indonesia side: collection, PEB export filing and loading, with Jakarta / Semarang / Surabaya as options
  5. In transit: bill of lading and VGM verification; ISF (10+2) filed 24 hours before loading for US cargo
  6. Destination clearance plus inland delivery to door, DDP or DAP arranged per shipment

Key questions on this page

What exactly is GSP and how much can it save?
GSP is the US Generalized System of Preferences and Indonesia is a beneficiary: around 3,500 product lines qualify for zero duty with Form A. The actual saving follows the HS code and the current eligible list, checked shipment by shipment.
What conditions must be met for GSP zero duty?
Two hard conditions: the goods must be of Indonesian origin (≥35% Indonesian local value content) and the HS line must be on the current eligible list. Both are required, and we confirm them in writing before booking.
How does this relate to Section 301?
Goods of Chinese origin entering the US may carry the 25% Section 301 surcharge. If origin legitimately converts to Indonesian, that surcharge can potentially be avoided — but only if the origin is genuinely clean, not merely relabelled on a certificate.
Who issues Form A and when?
Form A is issued by the Indonesian authority and we assist with the application. It must be completed before shipment because US clearance claims the preferential rate against it; obtaining it afterwards is usually too late.
Do you accept shipments with ambiguous origin?
No. We confirm origin and value content in writing before booking. Files that cannot evidence ≥35% local value are declined — the cost of a retrospective assessment far exceeds the margin on the shipment.

Next step

Send us the origin (factory address), destination port or door address, container type and count, commodity and estimated ship date. We will come back with a routing proposal and transit range per direction; where a duty preference applies (GSP / Form D / CEPA), we verify origin eligibility before talking price.
