Indonesia Form D: ATIGA Preferential Duty for ASEAN Exports

Key point: Form D is the ASEAN certificate of origin: Indonesian exports to the ten ASEAN member states receive ATIGA tariff preference with it, with the reduction set by each destination's tariff schedule and agreed rates. We assist with issuance. The certificate itself costs very little, yet it decides the duty band for the whole shipment — which makes it a genuine bargaining chip in order negotiation.

What actually matters on this lane

The most expensive line in an export shipment is usually not the ocean freight but the duty preference that went unused. A certificate of origin costs very little to issue, yet it decides the duty band for the entire shipment — the same Indonesian-origin goods can land in a completely different tax bracket depending on whether the paperwork exists. This page covers rules and qualification only, not rates.

Key questions on this page

What is Form D?
Form D is the certificate of origin under the ASEAN framework, evidencing that goods originate in an ASEAN member state. Indonesian exports to the ten ASEAN states receive ATIGA tariff preference with Form D.
How much duty does it save?
The reduction follows each destination's tariff schedule and agreed rates and varies widely by HS code. What we do is check the HS code against that country's agreed rate first, then tell you whether issuing the certificate is worth it.
Who issues Form D and how long does it take?
It is issued by the Indonesian authority and we assist with the application. It must be completed before shipment, because clearance claims the preferential rate against it and obtaining it afterwards is usually too late.
Do all ASEAN countries accept Form D?
The ten ASEAN states mutually recognise Form D under ATIGA, but tariff schedules and agreed rates differ by country, so the actual reduction has to be checked country by country and HS by HS.
What documents are needed for Form D?
Typically the commercial invoice, packing list, PEB export declaration and production or cost records evidencing Indonesian origin. We list what is needed per shipment so there is no back-and-forth.
