Why per CBM, not per container

Exhibit cargo is usually small and mixed and rarely fills a container, so exhibition freight is shared by volume.
There is a minimum: 2 CBM per exhibitor per booth.
This rate set is separate from general-cargo clearance rates and the two cannot be swapped.
