In short
- NPWP — the taxpayer number, 16 digits for companies in the format in force since 2024-07-01.
- NITKU — the 22-digit location identifier used in customs filings, with the first 16 digits equal to the NPWP.
- NIB — the single business identification issued through OSS; the foundational business licence.
- API — the import identification. It has a direct price: PPh 22 at 2.5% with API, 7.5% without, on CIF plus BM. See Import Duties & Taxes.
The four identifiers, one table
What each is, where it appears, and what breaks when it is wrong.
| Identifier | What it is | Where it appears | If it is wrong |
|---|---|---|---|
| NPWP | 16-digit corporate taxpayer number (format in force since 2024-07-01) | Tax registration, invoices, the tax record the import builds | No valid tax identity — filing cannot proceed |
| NITKU | 22-digit location identifier; first 16 digits = NPWP | Customs filings including the PIB | Rejected declaration — digit errors are a top rejection reason |
| NIB | Single business identification via OSS | Business licensing standing | No recognized business standing to import under |
| API | Import identification (API-U general / API-P producer) | PIB filing under your own name; the PPh 22 tier | Import under others licence, or the 7.5% tier |
NPWP and NITKU: the pair that must match
Since the 2024 format change, the relationship between the two is mechanical — and therefore perfectly checkable.
- NPWP is 16 digits for companies in the current format; the old multi-number era is over.
- NITKU extends the NPWP: its first 16 digits are the NPWP, followed by 6 location digits identifying the establishment.
- That structure makes verification trivial: we check the first 16 of every NITKU against the NPWP on every file — digit errors are among the most common PIB rejection reasons. See PIB (BC 2.0) Declaration.
- Different branches or addresses mean different NITKUs under one NPWP — make sure the filing uses the establishment that matches the business reality.
API and the PPh 22 arithmetic
The identity decision has a price tag visible on every assessment. Same base — CIF plus BM — three outcomes.
| Importer status | PPh 22 rate | Illustrative on base 12,100 |
|---|---|---|
| API + NPWP | 2.5% | 302.50 |
| No API (NPWP only) | 7.5% | 907.50 |
| No NPWP | 2.5% + 100% surcharge = 5% | 605.00 — and no tax trail of your own |
Read the middle row twice: The no-API tier is 605.00 more per 12,100 of base than the API tier — 5 points of your dutiable base, on every import, forever, until you register. On regular volumes the registration is not a compliance nicety; it is arithmetic. See Import Licences.
Getting registered: the sequence
Identity, standing, rights — in that order, each enabling the next. Durations indicative and subject to prevailing processing.
- NPWP first — the taxpayer identity everything else references.
- NIB through OSS — the business identification that establishes commercial standing.
- API last — the import identification, general or producer depending on the business activity.
- Then NITKU follows structurally from the NPWP and your establishment data — confirm the location digits with your tax records.
- Shipments can move undername in parallel while the sequence runs — deliberately, with the trade-offs documented. See Undername Import Risks.
Why the identity decision is strategic, not clerical
The identifier set you file under decides three things that outlast any single shipment.
- Whose tax record the import builds — PPh 22 creditability, VAT trail, audit history. Filed under your NPWP, it is yours.
- What your effective tax rate is — the API tier difference is 5 points of base on every import.
- What you can do next — certain approvals and market registrations attach to the registered party. See SNI, BPOM & SDPPI.
- What happens in a query — a filing under your identity answers for itself; an undername filing inserts a stranger into your disputes.
Digit hygiene: the cheap discipline
Most identity problems are one character wide and entirely preventable.
- Keep one canonical record of NPWP and NITKU; never retype them from chat messages.
- Check the first-16 rule on every NITKU before it reaches a filing.
- Match the name spelling across NPWP, NIB, API and bank records — examiners compare.
- We verify all identity digits as a pre-filing step; it takes minutes and saves days. See Customs Clearance Service.
