What the allowance rests on
Three conditions, each of which is evidenced rather than asserted.
- Who is moving — the person relocating, with the identity and status documents that establish it.
- What the goods are — used personal and household items, not new stock.
- Whether they are for personal use — quantity proportionate to a household, not to a shop.
- Where any of the three is unclear, the shipment is assessed on ordinary import terms, which changes the cost entirely.

Where a personal shipment starts to look commercial
- Multiple identical items, particularly new and boxed — a household has one of most things, not ten.
- Goods still in retail packaging with price tags, or in quantities that suggest resale.
- Items that are themselves restricted or regulated, which remain subject to their own controls regardless of the personal context.
- A shipment whose value sits far above what the stated household would plausibly own.
Restricted items do not become personal
- Some categories remain controlled even in personal quantities, and the allowance does not override the control.
- Where an item needs approval, that approval is needed whether the shipment is personal or commercial.
- Electronics, communications equipment and certain health items are the usual examples where a personal context does not remove a requirement.
