The four patterns in short
- 1 · Used equipment: machinery codes carry PI 959 + LS 958 post-border, triggered by "capital goods not in new condition". New units do not trigger; used units always check.
- 2 · Ceramics: tiles and ceramic sanitary ware carry an SNI registration number + 958 LS Impor Keramik — handled after release, but without them the goods cannot legally be sold.
- 3 · Forestry 980 is called out per subheading: under 44.10 the wood-based boards carry Deklarasi Impor 980 [forest products] while non-wood 4410.90 shows an empty control block — per-subheading, not blanket.
- 4 · Hardware and welding lines are mostly clean: wrenches, electrodes, drill bits, welding parts showed no border or post-border Lartas — but the ACFTA column listed only the 2023 rate in several lookups.

Why pattern three matters: the 4410.90 proof
- Under heading 44.10, wood-based boards (4410.11 / 4410.12 / 4410.19) all carry Deklarasi Impor 980 post-border, while non-wood 4410.90 read an empty control block at the same lookup.
- That is hard evidence the 980 requirement is named per 8-digit subheading, not blanket across the heading. Reading controls at 4-digit level can get the answer completely wrong.
- The same group showed 8716.80: all three trolley subheadings share duty and controls, but filing the wrong one still gets the entry rejected or amended.
The ACFTA "2023 only" caveat
- Several codes (82041100, 82055900, 44123900, 87168000) showed an ACFTA column listing only the Year-2023 preferential rate; the current year was not listed — some read 0%, others "Baca Peraturan".
- That is not "no preference" — it is "read the current regulation". Good FORM E paperwork deserves a per-year, per-subheading check by the PPJK before filing.
- Contrast within one heading: 4412.39 (coniferous plywood) listed 0% for 2023 while 4412.33 / 4412.34 read "Baca Peraturan" — subheading-level differences are real.
Applying this to your shipment
- Step one: fix the 8-digit subheading — with the code wrong, no pattern applies. Step two: match your goods to the four patterns. Step three: re-check the current reading on INSW. Step four: schedule post-border licences before the goods sail, not after release.
- Post-border licences share one trait: they do not block clearance, they block the sale. Goods that arrive but cannot be sold sit in a warehouse — that cost dwarfs the licence cost.
- Declare used equipment at quotation stage: PI/LS take time, and last-minute rescue eats the vessel schedule.
