In short
- Classification follows what the goods are and do — function, material, composition — not the marketing name on the carton.
- The harmonized 6-digit level is international, but the Indonesian national tail (BTKI) is decided in Indonesia: a China HS code is a hypothesis, not an answer.
- Misclassification is not a paperwork error — it is an under- or over-payment of tax with a name attached to yours.

Function over name
The single most common mistake is classifying by what a product is called instead of what it is.
- A "kitchen scale" is classified as a weighing instrument, not as kitchenware — its function dominates its location of use.
- A "smartwatch" is classified by its essential character, which is not the same question as its strap material.
- A "stainless steel bolt for machinery" may follow the machinery or the fastener heading depending on presentation and use — the invoice description must give the classifier enough to decide.
- The practical rule: write descriptions that a stranger could classify from — material, function, power, capacity, use.
GRI thinking, in plain language
The General Rules for Interpretation are the legal engine of classification. Their logic, without ceremony.
- Titles are references, not answers. Classification is decided by the rules, and by the wording of the headings and their notes.
- Specific beats general. A heading that names the goods precisely prevails over one that covers a family.
- Composite goods follow essential character. Multi-material and multi-function goods are classified by what gives them their essential nature.
- Last resort: the most specific heading. When two headings remain equally plausible, the rule-set has a tie-breaker.
- You do not need to recite the rules — you need a classifier who applies them and shows which question was decisive. See PIB (BC 2.0) Declaration.
Why the China HS code is not the Indonesian HS code
The 6-digit harmonized core is shared; everything after it is national, and the national tail is where duty and permits live.
- BTKI is the Indonesian schedule, and its 8-digit-and-beyond structure reflects Indonesian tariff and regulatory choices.
- A supplier code from a Chinese export declaration is a useful starting hypothesis — and nothing more.
- Mapping between the two systems is done against INSW and BTKI, the official Indonesian sources — not by translation or habit.
- Duty rate, PPN treatment, Lartas status and PPh all key off the Indonesian code, which is why the verification happens before sailing, in our process.

A worked classification difference
Illustrative example — the same goods under two candidate treatments, CIF USD 20,000, importer with API+NPWP. The codes themselves are deliberately not invented; the arithmetic is the point.
