In short
- Every landed total decomposes into four layers: China side, freight, Indonesia side, duties and taxes.
- Freight rates move with the market — the ranges here are indicative and subject to the prevailing quote, never a commitment.
- Duties are not a cost of shipping — they are a cost of the goods, computed from CIF value and HS code. They often exceed the freight.
- The most reliable way to budget is to rebuild each layer line by line — the method on this page, applied to your cargo.
The four layers
A quote missing a layer is not cheaper — it is deferred. Check every offer against this table.

Layer 1 — China side
Modest but real, and the first place sloppy quotes lose items.
- Pickup: from a few dozen to a few hundred USD depending on distance from the port — illustrative range only.
- Export customs: normally small and included by professional providers; confirm it is inside the quote.
- Origin THC and documentation: often bundled into the ocean freight; if listed separately, count them once.
- Wooden crating or ISPM treatment for machinery: happens here, priced here, and skipped quotes surface at the port. See Machinery.
Layer 2 — the freight leg
The most volatile layer. The ranges below are illustrative magnitudes for orientation; every actual rate is subject to the prevailing quote.
- Semarang and other ports price slightly differently from Jakarta; compare like for like. See Jakarta vs Semarang.
- Peak-season surcharges and equipment shortages move these numbers materially — ask what the quote assumes.

Layer 3 — Indonesia side
Per-shipment items that scale poorly if never itemized. This is the layer where headline quotes hide scope.
- D/O and terminal handling: flat per container or per shipment; a direct-handling forwarder moves it in hours, and time here is free time. See Demurrage, Detention & Storage.
- CFS handling (LCL): billed per CBM — the multiplier that changes the FCL-vs-LCL math. See FCL vs LCL.
- Clearance service fee: the PPJK professional fee — distinct from the duties themselves.
- Trucking: port to door; Jakarta-area destinations cost less than inter-island legs. See Trucking & Last Mile.
Layer 4 — duties and taxes
The largest layer for most commercial cargo, and the only one computed from your goods rather than the market.
- BM applies to CIF; PPN is 12% statutory on a DPP of 11/12 × value (≈11% effective for non-luxury goods); PPh 22 is 2.5% with API+NPWP, 7.5% without API, with a 100% surcharge without NPWP — base CIF + BM.
- FORM E can reduce or eliminate BM for qualifying Chinese-origin goods — claimed, never automatic. See FORM E & ACFTA.
