What BPOM notification actually is
Indonesia’s BPOM (food and drug authority) requires cosmetics to be notified before sale — a product-registration act, not a shipment permit.
- It is a notification per product: same formula, same brand, different shade or variant can mean separate notifications — scope is defined by the product identity, not the catalogue.
- It is held by an entity (the Indonesian importer or registration owner), not by a shipment — which is why undername arrangements complicate cosmetics.
- A notification covers the legal sale of the product; customs clearance still runs through the normal PIB process in parallel.
Who can hold the notification

Lead time: the expensive part
Notifications take time — commonly weeks to a few months depending on product category, document completeness and authority workload, under the rules in force. Meanwhile your goods do not care.
- File during production, not after arrival: the documents (formula, labels, manufacturer details) are all known at that point.
- A container that arrives before its notification exists waits in a controlled facility — billable every day.

Costly mistake: Treating BPOM as a destination-country errand. The lead time is the cost; the notification fee itself is minor by comparison.
Labelling requirements
Cosmetic labels in Indonesia carry substance requirements: ingredients (INCI-style), function, usage directions, importer/holder identity, batch and expiry — in Indonesian.
- Artwork should be finalized jointly with the notification, because what is notified and what is printed must match.
- Stickers over English labels are a common but fragile workaround — printed Indonesian labels are cleaner for retail and inspection.
- Claims matter: therapeutic or medical claims can pull a "cosmetic" into the drug regime. Keep claims cosmetic.
